Our History and Mission

In 1988, Baltimore City’s newly-formed Commission for Women
examined how to improve the lives of women, particularly those
disproportionately affected by poverty and underemployment.  They
found large numbers of women possessing the will and
determination to improve their lives through business ownership  but
lacking access to affordable business skills and coaching.  At the
same time, national and international studies emerged, showing
microenterprise development or small business ownership  to be one
of the single most effective means of lifting people out of poverty.  Out
of the Commission’s inquiry arose a dedicated band of volunteers
who formed Women Entrepreneurs of Baltimore in 1989, committed to:
From modest beginnings as an all-volunteer organization, WEB has
grown over the last 19 years to include highly trained professional
management staff and business instructors as well as a dedicated
core of over 200 volunteer professionals who mentor, screen, and
advise our students on how to create, launch, and sustain successful
small businesses.
